Who Gets to Define Whom? invites students to become historians and investigate the complicated relationship between identity, ancestry, government classification, tribal recognition, political power, and land. Through primary sources, students examine Walter A. Plecker, Virginia’s Racial Integrity Act of 1924, the 1943 surname list, changing racial classifications across generations, and the historical concept of “paper genocide.” 
But this workbook does not tell students what to think. It challenges them to research, question, compare evidence, and decide what the historical record actually supports, including recognizing what the evidence does not prove.
